Guiyang Statement The University Rectors Forum of the First China-ASEAN Education Cooperation Week
Guiyang, China, 28 July 2008
We, the rectors and representatives from China, Brunei Darussalam, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam, who attended the University Rectors Forum of the First China-ASEAN Education Cooperation Week in Guiyang, China on 26-28 July 2008.
We have extensively exchanged views on the present development of tertiary education in different countries and discussed substantially on intercollegiate cooperation and mobility of the international students. We have realized that in the process of alleviating poverty, the relationship between education and economic development has become more important, in particular human resources development is crucial for sustainable development. Developing countries need to develop education and human resources more effectively, and they need to foster international cooperation more extensively and substantially.
Since the 1990s, the relationship between China and ASEAN has developed rapidly. The scale and areas of cooperation between the two sides have been expanded over the time. They have established strategic partnerships, multilevel and multidimensional cooperative frameworks and mechanisms. The ever-increasing development of China-ASEAN cooperation in science and technology, culture and social fields has provided extensive opportunities in education for both sides.
China and the ASEAN countries noted that each country has its own features in educational system, training mode, academic specialties and unique experiences of its own for others to learn to take for reference and to draw into their own. The diversity of culture, differences of development level and different development plan of its own university have provided extensive opportunities for cooperation in education. They have also made our cooperation complementary and vital.
Henceforth, we agree to expand the bilateral and multilateral cooperation, increase its width and depth. To achieve this purpose, we would:
l Expand opportunities, provide mutual-benefit through cooperation, develop scholarship information from both sides, increase educational resources and opportunities, strengthen the regional economic development and personnel cultivation, and promote the mobility of international students.
l Draw experiences for reference from each other, complement each other, raise educational quality and the level of modernization to answer the challenges resulting from rapid development in social economy and in science and technology.
l Strengthen academic exchange, science and technology cooperation, and enhance the creation, spread and application of knowledge so as to push forward the economic development effectively.
l Strengthen the exchange of language, culture and sports among the young people in this area to stimulate mutual understanding, develop friendship between the peoples and promoting good relations with neighboring countries, and make contributions to the peace and development in this area as well as in the whole world.
We understand that China-ASEAN Education Cooperation Week is an important move for us all to develop education and to establish an important platform for exchange and cooperation between institutions of higher learning. It has continuously-expanded opportunities and very extensive prospect.
To maintain the role that this mechanism can play, we propose :
1. To establish a China-ASEAN Education Cooperation Committee comprising of representative from China, the ASEAN University Network (AUN) Secretariat and the ASEAN Secretariat, to carry forward and implement the common views that have been reached and the common plans that have been made at the Rectors Forum. This Committee shall ensure wide participation of universities from China and ASEAN Member States in the future activities;
2. To construct a joint educational net;
3. To encourage more educational scholarships for oversea studies and exchange programs;
4. To carry out the exchange of students’ activities in sports, arts, and culture;
5. To hold the China-ASEAN Education Tour Exhibition regularly.
We appeal that the Governments of China and ASEAN countries to provide substantial support to the role of higher education to support sustainable development in the process of globalization, guide the all-roundcooperation among the China-ASEAN universities, and assist them to overcome various kinds of obstacles.
We believe that educational and cultural exchange, and cooperation between China and ASEAN countries is a bridge that will lead us to peace and prosperity.
We promise that we, the rectors and representatives of the universities participating at this University Rectors Forum, will do our best to promote intercollegiate educational exchange and cooperation for the development of our universities.
We are in full confidence for the future.
We agree to submit this Guiyang Statement to the China and ASEAN Senior Officials on Education for their guidance and support.
