Strong support and high expectations for the new Master in Public Administration and Management (MPAM) programme, jointly offered by the Lee Kuan Yew School of Public Policy and the NUS Business School, were expressed at its opening ceremony on 17 April 2010. Gracing the occasion was Guest-of-Honour Dr Li Yuanchao, Member of the Political Bureau of the Organisation Department of the Communist Party of China (CPC) Central Committee, also the CPC Central Committee's Secretariat and Minister of the Organisation Department. Minister Li brought along with him a high-profile delegation which included the CPC Central Committee's Deputy Minister of the Organisation Department Mr Wang Ercheng and Deputy Director of the International Department Mr Liu Jieyi. China's Ambassador to Singapore Mdm Zhang Xiaokang was also among the distinguished guests.

To realise this agenda, China is looking at large-scale and quality training of leadership talents not just in China but also abroad, in order to gain fresh experiences and tap into the world's resources. He said, "Our leading officials are receiving training in many parts of the world, including America, Europe and Japan. However, among all the training destinations, Singapore is the top choice. This is due not only to good Singapore-China relations but because Singapore is sincere in helping China's development, and being similar in some aspects, Singapore's experience in national development will provide useful reference for China."

NUS, he said, has many professors from various well-known academic institutions and is a place where leaders and potential leaders converge.
For NUS, this new MPAM programme is very much in line with its vision to be a leading global university centred in Asia. Said NUS President Prof Tan Chorh Chuan, "In education, we will continue to pioneer innovative programmes in global education, which is the hallmark of NUS' education. As part of this major strategic thrust, we also wish to play a significant role in contributing to the education of students from Asia and beyond, who would go on to help shape the Asia of tomorrow. We are thus strongly committed to continually work on enhancing this MPAM programme, to deliver a thoughtfully designed and high quality educational experience which is valuable and relevant to our senior colleagues from China."
![]() The one-year full-time MPAM programme, which opens with an inaugural batch of 57 students, will be conducted entirely in Chinese. It will offer students great opportunities to develop skills in decision making and policy analysis, and to participate in overseas study missions and attachments with Singapore government organisations, statutory boards and government-linked firms.
